Written Code of Ethics for University Leaders, Academic Staff, Administrative Staff, and Students
Andijan State Technical Institute (ASTI) has established a comprehensive Code of Ethics (2025) that applies equally to university leaders, academic staff, administrative staff, researchers, doctoral students, and all students. The Code was officially approved by the Academic Council and is based on the national legislation of the Republic of Uzbekistan, including the Law on Education and relevant regulations issued by the Ministry of Higher Education, Science and Innovation.
The Code of Ethics aims to promote integrity, professionalism, respect, responsibility, and a positive academic culture across the university. It establishes ethical principles and behavioral standards that guide all members of the university community in their professional and academic activities.
Core Ethical Principles
- Compliance with national laws and university regulations.
- Respect for human rights, equality, and dignity.
- Honesty, fairness, impartiality, and academic integrity.
- Professional responsibility, patriotism, and commitment to public service.
- Efficient and responsible use of university resources.
- Transparency, accountability, and ethical decision-making.
- Zero tolerance for corruption, bribery, favoritism, discrimination, harassment, and conflicts of interest.
University leaders are expected to demonstrate ethical leadership by acting with integrity, impartiality, and professionalism. They are responsible for preventing conflicts of interest, eliminating discrimination and favoritism in recruitment and promotion, creating a healthy working environment, supporting staff development, safeguarding university resources, and actively implementing anti-corruption measures.
Academic staff are expected to maintain academic honesty, fairness in teaching and assessment, confidentiality, professional conduct, and equal treatment of all students. Faculty members must avoid abuse of authority, harassment, discrimination, and acceptance of improper benefits. They are encouraged to promote ethical behavior, critical thinking, and lifelong learning.
Administrative personnel are required to provide courteous service, maintain transparency, confidentiality, responsible management of institutional resources, compliance with university regulations, respectful communication, and impartial treatment of all stakeholders while supporting efficient university operations.
Students are expected to uphold academic integrity, demonstrate respectful behavior, maintain punctuality, properly use university facilities, practice environmental responsibility, and communicate ethically. They are prohibited from plagiarism, cheating, bullying, violence, discrimination, vandalism, substance abuse, and any conduct that damages the university's reputation. Students are encouraged to contribute to a safe, inclusive, and sustainable campus environment.
Additional Ethical Standards
The Code also regulates appropriate professional communication, responsible use of social media, dress standards, anti-harassment measures, environmental protection, respect for diversity, and sustainable use of university property and resources.
All newly appointed employees and newly admitted students receive the Code of Ethics in written form and acknowledge their understanding through a signed declaration.
Monitoring and Compliance
Compliance with the Code of Ethics is monitored through the University's Ethics Committee, which reviews reported violations, conducts investigations, and recommends disciplinary measures or corrective actions where necessary.
Adherence to the Code is also considered during staff performance evaluations, promotions, and other personnel decisions, ensuring continuous reinforcement of ethical standards throughout the university community.
