Whistle Blowing and Complaint Management System
Description
Andijan State Technical Institute (ASTI) has established a comprehensive Whistle Blowing and Complaint Management System to promote transparency, accountability, ethical governance, and continuous institutional improvement. The system enables students, academic staff, administrative personnel, researchers, graduates, and external stakeholders to confidentially report misconduct, submit complaints, provide suggestions, and communicate concerns regarding university services, academic processes, or administrative activities.
The university operates an official Anti-Corruption Reporting Portal, which allows individuals to report suspected corruption, bribery, abuse of authority, fraud, conflicts of interest, unethical conduct, and other violations confidentially. Reports may be submitted anonymously or with personal identification, depending on the preference of the reporting individual. All submissions are handled in accordance with institutional regulations while maintaining confidentiality and protecting whistleblowers from retaliation.
In addition to the whistle blowing mechanism, ASTI provides several official complaint channels, including the Rector's Virtual Reception, the electronic appeal system, dedicated institutional e-mail addresses, telephone hotlines, Telegram communication channels, and physical complaint boxes located throughout the campus. These communication mechanisms ensure that every member of the university community has convenient access to institutional management and can participate actively in improving university governance and service quality.
All complaints and reports are registered through a standardized procedure and are reviewed by the relevant administrative departments or the Complaint Review Committee. Depending on the nature of the complaint, investigations are conducted, corrective actions are implemented, and responses are provided within the timeframe established by national legislation and institutional regulations. Serious integrity-related cases are referred to the university's Anti-Corruption and Compliance Control Department for further investigation.
The university also conducts regular online satisfaction surveys among students, employees, and stakeholders to evaluate the quality of educational services, campus infrastructure, administrative processes, digital services, and sustainability initiatives. Survey results are analyzed by university management and incorporated into strategic planning and quality improvement activities.
To strengthen institutional integrity, ASTI organizes annual awareness campaigns, ethics seminars, legal education programs, and anti-corruption training sessions for academic staff, administrative personnel, and students. These initiatives encourage responsible behavior, increase awareness of reporting mechanisms, and promote a culture of honesty, transparency, and accountability throughout the university.
